Rennie Sawade, the computer engineer in the video, is shown questioning
Governor Chris Gregoire of Washington State why she signed a petition with
12 other Governors asking Congress to increase the number of H-1B visas.

I went to the governor's website to see what her official position is on
H-1B. Searches of the website and newsletter archive yielded no mentions of
H-1B or the petition.

Just on a whim, I figured I might be able to find something under "more
priorities" and found a link to "diversity". Gregoire seems to equate
immigration with diversity -- a view often used to justify the importation
of immigrants who are considered to be of minority status:
Valuing our immigrants
Our state's economy relies on the contributions of every community
and Governor Gregoire has taken steps to help legal immigrants
participate as fully as possible.
From the home page there is a link for "Building Prosperity". Gregoire's
response to Sawade was almost a repeat of the following statement on the
website. She totally dismissed Sawade even though he has two Master's
degrees and yet can't find steady employment. Gregoire simply doesn't
believe that there are enough talented and educated people in Washington to
supply the demand for high-tech employers.
Washington's fastest growing industries, such as aerospace,
high-tech and bio-technology, require highly skilled workers
with a strong basic education, college and advanced degrees.
However, these companies are struggling to find enough
qualified workers. Governor Gregoire believes Washington
businesses should be able to find the world's best-educated
workers among our state's own citizens, rather than importing
workers from other states and nations.
Businessweek published a recent article that had an interview of Rennie
Sawade. It doesn't look like his employment prospects have improved since
that youtube video was posted:
